The Changing Face of the City: The city of Paris in the Belle Epoque was the perfect artists' model due to the inspired efforts of one man, Napoleon III. As Louis Napoleon's star rose, from his unsuccessful attempt to overthrow the French monarchy in 1840, to his election as the president of the second Republic in 1848, to his coronation as Emperor in 1852, he maintained the fervor of an early dream to be a "second Augustus," who would turn Paris into a city of marble. HE is said to have credited a young American architect from New York with giving him the idea, in the 1830s, to rebuild Paris on a grand scale, but modernization of the city had long been a subject of local concern, and partial solutions had been made, or at least planned, by earlier regimes. Whatever the sources of his inspiration, Napoleon II's phenomenal scheme would, in the course of his reign of more than two decades, effectively transform Paris from medievality to modernity, not only in the creation of beautiful vistas and elegant public structures, but also in the improvement of living conditions for all of the city's inhabitants through slum clearance and provision of new housing, street lighting and safer, more efficient systems of water supply and sanitation. Under Napoleon III, the first department store, La Samartaine, was opened, the great Louvre complex was finally finished and the new Opera was begun. Three municipal parks were created.
