The text block is in near fine condition with no tears, dog ears, or marks. There is no bookplate or signature of a prior owner. The label of the original bookstore is affixed to t…he rear pastedown. There is a smudge on the bottom edge. This is not a library book nor a remainder. The gray boards are in fairly good condition (minor foxing and smudging, faded spine, which is also bumped). 7 ½ x 5 ¼, 382 pages, 16 ounces XX [Author's introduction] FOR more than fifty years I have been active in politics, my experience spanning from the period of Civil War reconstruction to today [1933] - another period of war reconstruction, but worldwide. I can make some comparisons with the assurance, at least, that I am making them from personal knowledge. Therefore, I do not lightly say that we are in the midst of a social revolution none the less potential because peaceful. Change came swiftly - so swiftly that we have not had the time to adjust our Constitution to fit the new conditions. I do not propose here to go into the history of our constitutional government; but it should be said that, because we were in the grip of a more or less fictitious prosperity, we failed to overhaul our machinery of government drastically as we should have done. But after the crash came and Roosevelt had become President, Congress proved itself equal to the emergency by giving him dictatorial powers. The wise and statesmanlike use of these powers has already given the United States a quality of world leadership it has had but once before, in a brief period during the World War. It has given lovers of liberty and democracy a confidence needed during these days of Mussolini, Stalin and Hitler. And happily, acquisition of dictatorial power has come about in an entirely normal manner. Congress has not abdicated; it has given the Executive no power that cannot easily be rescinded. XX ABOUT THE AUTHOR: EARLE LOOKER, born in Washington, was one of that group of boys who played in the White House during Theodore Roosevelt's régime. In early youth he became a newspaperman in Cleveland. In August, 1914, he was one of the organizers of the famous American Ambulance at Neuilly-sur-Seine, serving with a field section of it through the First Winter Campaign of '14-'15. Returning to America in 1915 he published a series of war articles in The Saturday Evening Post and other periodicals, and became one of the Executive Secretaries of the National Defence Committee. After the war, Mr. Looker became associate editor of Asia Magazine, following this with six years as advertising writer and executive in New York, finally giving up business to devote himself entirely to writing.
