Por otra parte, los sistemas jurídicos contemporáneos han consagrado la primacía de la norma legislada sobre la costumbre contraria, el desuso y el incumplimiento por desconocimiento. Ello deja planteados, al menos, dos problemas: ¿Qué es lo que ocurre con las disposiciones que resultan ineficaces porque no se cumplen ni se aplican ¿Cómo puede justificarse que la ignorancia de las leyes no excuse de su cumplimiento Este libro analiza la eficacia como cumplimiento, como aplicación y como éxito de las normas, y la respectiva posibilidad de medirla en cada caso, ofrece una respuesta (la tesis de la separación) a la relación entre validez y eficacia, y convoca a la ciencia jurídica a prestar mayor atención a la dimensión de la.
