This is Report # 17 from the Program in Science and technology for International Security. Anjali Sastry is a Senior Lecturer at the MIT Sloan School of Management. She is also a Lecturer at Harvard Medical School. Sastry explores practical aspects of organizational and managerial effectiveness in settings facing complex challenges and pressing needs, where her grounding in system dynamics offers insights for innovation and improvement. Romm attended the Massachusetts Institute of Technology, where he earned a Bachelor of Science degree in 1982 and a Ph.D. in 1987, both in physics. In 1987, Romm was awarded an American Physical Society Congressional Science Fellowship for the U.S. House of Representatives, where he provided science and security policy advice on the staff of Representative Charles E. Bennett. From 1988 to 1990, Romm worked as Special Assistant for International Security at the Rockefeller Foundation. Kosta Tsipis is a native of Greece, came to the United States in 1954 to study electrical engineering and physics. His research since 1973 has addressed the specific and technical aspects of strategic nuclear weapons, of efforts to limit them, and of the effects of nuclear detonations and nuclear war. He has a Ph.D. in high-energy particle physics from Columbia University. He joined the Physics Department at M. I. T. in 1966 and has been associated with the Institute since that time. He was Director of the Program in Science & Technology for International Security. This is an example of seminal early career work by researchers and analysts who have risen to the top ranks of their professions. The New York Times reported on this study that "In a major challenge to the Government's position on the long-term effects of nuclear war, a new study concludes that a limited attack on the United States, involving only 1 percent of the Soviet strategic nuclear arsenal, could set off a collapse of the American economy that would last for decades. Federal officials say that the study is flawed and that recovery from even large attacks could take place in years, not decades. The study, by the Massachusetts Institute of Technology, said an attack aimed only at liquid fuels and their distribution points could cripple transportation, energy production and key industries, damaging the economy so thoroughly that most of the population would die of starvation in months. The survivors, it said, would be reduced to ''near-medieval levels of existence'' for decades. But, the study added, the Soviet Union is even more vulnerable.
