PRIMA EDIZIONE. LEGATURA IN TUTTA TELA COEVA, VOLUME IN 16°, pp.323. DEDICA DELL'AUTORE ALL'ANTIPORTA. Guglielmo Capitelli si laureò in lettere e filosofia e giurisprudenza all'Università di Napoli. Entrò nel Liberale Comitato dell'Ordine e collaborò con la "Nazione" di Firenze e "Il Risorgimento" di Torino. Fece parte del Comitato d'insurrezione presieduto dal marchese d'Afflitto e, all'arrivo di Garibaldi, si arruolò nella Guardia nazionale. Si recò a Londra, dove fu presentato ad importanti uomini politici quali Gladstone e Disraeli. Tornato a Napoli iniziò la sua attività pubblica, dando un notevole contributo alla sua città. Fu eletto consigliere comunale e preparò il regolamento del Consiglio; successivamente venne eletto assessore e infine nominato sindaco nel 1868. Grazie ad un prestito statale di sedici milioni concesso per buona amministrazione, aprì e ampliò la strada da Via Duomo al Museo Nazionale, dalla Via Marina alla Riviera di Chiaia e al Corso Vittorio Emanuele, approvò il progetto di Antonio Dohrn per l'acquario nella villa comunale, sistemò la contrada Fosso del Grano tra Portalba e il Museo Nazionale. Incrementò l'istruzione con l'apertura di asili infantili, scuole elementari e scuole tecniche municipali. Acquisì dai Militari Castelnuovo, che divenne sede del Consiglio. Tenne a battesimo Vittorio Emanuele III al quale regalò la famosa culla d'oro, fu ricambiato dal padre Vittorio Emanuele II con il titolo di conte. Ebbe poi alterna fortuna alle elezioni della Camera dove fu eletto solo una volta. Nominato poi prefetto politico in molte città, portò sempre avanti le sue idee liberali, diventando il maggior esponente della Destra moderata. Acquisì una vastissima biblioteca che donò all'Archivio Storico Municipale. Fu brillante anche come scrittore, fra i suoi testi ricordiamo "Prose", "Pochi Versi", "Della vita e degli studi di Domenico Capitelli", "Studi biografici", "Memorie e lagrime", "Patria e Arte", "Cuore e intelletto", "Un libro sul Papa futuro". Il suo archivio personale, con importanti lettere ai maggiori politici dell'epoca - Minghetti, Rudinì, Sella, Bonghi - fu conservato dalla figlia Maria Quazza Capitelli ed è stato fonte preziosa per studi successivi sulla Destra storica nel Mezzogiorno d'Italia. Trasferitosi a Nervi in Liguria vi trovò la morte nel maggio del 1907, lontano dalla sua adorata città.

"L'amministrazione Capitelli si caratterizzò per l'attuazione di un vasto programma di opere pubbliche. Furono così completati i lavori di apertura o di ampliamento di alcune principali arterie napoletane da via Duomo al Museo nazionale, dalla Marina alla riviera di Chiaia, al corso Vittorio Emanuele; fu approvato il progetto di Antonio Dohrn per la costruzione dell'Acquario, in preparazione dell'Esposizione internazionale marittima del 1871. Nel dicembre 1868 il Consiglio deliberò la sistemazione della contrada denominata Fosse del grano, tra port'Alba e il Museo nazionale; e decise quindi l'inalveamento della "lava dei Vergini": le acque che scendevano dalle colline di Antignano e Capodimonte sino a formare un grosso torrente in via Foria furono fatte confluire in un canale collettore scaricante le acque nell'alveo della Arenaccia, alle spalle dell'albergo dei poveri. L'amministrazione Capitelli incrementò anche l'istruzione popolare e secondaria attraverso l'apertura di nuovi asili infantili, scuole elementari, scuole tecniche municipali" (Francesco Barbagallo in Dizionario Biografico degli Italiani). Dopo le dimissioni da sindaco, il C. fu più volte prefetto e organizzatore elettorale della Destra nel Mezzogiorno. Fu anche letterato e poeta.
