[From the preface] THE CONGRESS OF the United States is the central citadel of American democracy. The framers of the federal constitution defined its structure and powers in the first article of that immortal charter; and the architects of the national legislature later erected its marble halls on the commanding heights of Capitol Hill—acts reflecting the primacy of our parliament in the minds of the founding fathers. One hundred years afterwards, when Woodrow Wilson penned his remarkable study, "congressional government" was still the dominant feature of the American system, despite intervening swings of the political pendulum. But after 1910—1911, when the overthrow of Speaker Cannon dispersed leadership in the House of Representatives, the nation witnessed the gradual decline of Congress in the federal scheme and the growing centralization of power in the executive branch. Recurring national crises, induced by two world wars and a Great Depression, called forth strong popular-leader presidents, accelerating the trend toward presidential government and threatening to convert Congress into a mere ceremonial appendix to bureaucracy.
