The author presents statements from the convention that argued the loss of tolls and fees hurt the state financially and also put local farmers at a disadvantage as their products faced competition from western states. The author notes some of the arguments against the remedies the convention proposed and includes the text of a memorial presented to the legislature that year. The author concludes that the central issue was the tension between rival states using New York's canals and the state's need to pay off the debt incurred during the construction of their public works.
