Diese erschwert seither die Umsetzung einer konsequenten Reformpolitik und delegitimiert das Projekt einer Demokratisierung, die sich in Abgrenzung gegenüber dem totalitären sowjetischen Erbe definiert. Damit wurde das postkommunistische Regime einer wichtigen Legitimitätsressource beraubt. Die Studie zeichnet diese Reformulierung des geschichtspolitischen Wahrheitsregimes nach, die in der Ära Jelzin zu einer weitgehenden Tabuisierung der sowjetischen Vergangenheit im offiziellen Diskurs führte, während sie unter Putin sogar wieder verstärkt als positiver Bezugspunkt fungiert.
