Linguette laterali in pergamena che segnano le date nei due volumi manoscritti. Ex-libris Sanctae Julianae ai contropiatti. I due manoscritti sono in barbe. Leggeri aloni e fioriture, ma nel complesso tre ottimi esemplari. Primo volume (Massime di Dogana relative al transito): Questo primo volume costituisce un manuale d'uso e registro doganale, compilato per via manoscritta tra il 1829 e il 1832 per documentare le prassi, i decreti e i problemi quotidiani legati al transito delle merci nel Regno Lombardo-Veneto. La narrazione amministrativa si apre con l'introduzione delle nuove tariffe di transito, destinate a entrare in vigore in tutto il territorio a partire dal 1^ luglio 1829, regolando rigidamente il passaggio dei beni anche nei principali porti dell'Impero austriaco, tra cui assume un ruolo centrale e ripetutamente citato il porto di San Giorgio a Venezia. Per garantire il successo di questa riforma, si legge inoltre che il governo asburgico prevedeva incentivi finanziari diretti, ricompensando gli uffici daziari e i loro impiegati che si fossero distinti nel far rispettare le nuove tariffe. Il meccanismo di tassazione del transito stradale era strutturato in modo sorprendentemente moderno, calcolando i diritti daziari in proporzione diretta alle miglia percorse lungo le rotte terrestri del regno, quasi come un casello autostradale d'altri tempi: il testo riporta infatti calcoli ed esempi pratici basati su tratte specifiche, come quella da Boffalora sopra Ticino a Borgo Ticino, menzionando continuamente i flussi commerciali passanti per nodi strategici come Cremona, Lodi e Piacenza. Accanto alle regole rigide spiccano però le eccezioni e le risposte alle calamità: il volume registra le esenzioni daziarie per le merci che entravano dalla Svizzera attraverso il valico del Monte Spluga, agevolazioni poi estese con una seconda circolare per sostenere l'economia colpita da recenti inondazioni. Gestire un impero multilingue richiedeva anche uno sforzo di traduzione burocratica, come testimoniano le dettagliate istruzioni destinate a convertire i costi delle nuove tariffe per le spedizioni che transitavano dal Tirolo di lingua tedesca alle province lombardo-venete di lingua italiana. Per proteggere le merci ed evitare manomissioni, lo Stato imponeva una severissima procedura di imballaggio dei colli doganali, i quali dovevano essere sigillati con bolli e legati con corde della lunghezza standardizzata di circa "mezzo braccio", con indicazioni geometriche persino su come "annordarle", ovvero annodarle. La parte storicamente più viva e curiosa del manoscritto riguarda la lotta alle frodi, in particolare l'ingegnoso sistema di contrabbando del vino nostrano ideato dai trasportatori locali. Questi contrabbandieri riuscivano a scaldare e sollevare intatto il sigillo di cera doganale applicato sulle botti senza romperlo; praticavano poi un piccolo foro nel legno per spillare il vino, lo sostituivano con semplice acqua e infine riapplicavano il sigillo sciolto sul buco, riuscendo a introdurre e vendere il vino in territorio nazionale senza pagare un solo centesimo di dazio. Per arginare questa truffa, le circolari invitano gli ispettori alla massima allerta e impongono l'adozione di un timbro di forma oblunga stampato con inchiostro indelebi. Book.
