Der Schwerpunkt liegt dabei auf dem institutionalisierten Gewicht von Interessen, der Bedeutung des Kontexts und den verborgenen Spielregeln, die der Entscheidungsfindung einen Hauch von Rationalität verleihen. (Angesichts der relativen Vernachlässigung der Themen Geschlecht und Finanzsysteme in einem Großteil der Literatur wurde ihnen besondere Aufmerksamkeit gewidmet). Zu Beginn des Kapitels wurde jedoch auch auf die analytischen Schwierigkeiten hingewiesen, die sich ergeben, wenn man von einer zu klaren Unterscheidung zwischen Prozess und Ergebnis ausgeht. Nirgendwo ist die Verwischung zwischen den beiden so ausgeprägt wie in den Studien, die aus den kulturellen und strukturellen Ansätzen zu Organisationen hervorgegangen sind. Dennoch sollte der Begriff des geplanten Wandels nicht einfach aufgrund seiner offensichtlichen akademischen Unzulänglichkeit abgetan werden.
