She was one of the major precursors of Romanticism and modern criticism whose writings reflected the liberal Republican spirit of the late eighteenth century"[Wilson p 1180]. She supported the Revolution until she became disenchanted with "The Terror"; and was similarly supportive of Napoleon until he dashed her hopes for a liberal Republic. The novel, on Germany, was a source of her great conflict with Napoleon who was determined that the book should not appear in Paris. Indeed, when the book was published, it and she were banshed from France.

Born in Oakly Park, at Bromfield, Shropshire, into a landed and titled family, she was the daughter of Henry Herbert, 1st Earl of Powis, and Barbara Herbert, granddaughter of William Herbert, 2nd Marquess of Powis.
