Cette thèse audacieuse est celle que développe Denys d'Halicarnasse, un Grec d'Asie Mineure, qui fut rhéteur à Rome, au Ier siècle av. J.-C. Dans sa grande Histoire de Rome, de sa fondation jusqu'à la première guerre punique, les deux premiers livres de ces Antiquités romaines (qui forment un tout et dont la présente traduction est la première depuis le XVIIIe siècle), apportent une réponse originale et provocante sur les origines ethniques et politiques de Rome. Selon Denys, les Romains ont pour ancêtres des Grecs, et la perfection de leur système politique, institué par les premiers rois Romulus et Numa, ne s'explique que par les modèles grecs dont il est inspiré.
