Economista y jurisconsulto español, nacido en Madrid el 14 de agosto de 1799 y muerto en 7 de octubre de 1867.Inició sus estudios como alumno interno en el Escuelas Pías de San Antonio Abad de Madrid, institución en la que permaneció hasta el 2 de mayo de 1808. Pasó después a San Isidro para recibir clases de Latinidad, estudios éstos que fueron completados a través del magisterio de Félix Torres Amat, quien fue su maestro de Retórica, Griego y Matemáticas. Su padre decidió trasladar la residencia familiar a Murcia y allí Valle continuó sus estudios en San Fulgencio, hasta recibir los grados de bachiller, licenciado y doctor en Jurisprudencia.Tras impartir como sustituto clases de Derecho natural, el obispo de Murcia, Antonio Posada Rubín de Celis lo nombró catedrático en propiedad (hasta la supresión del establecimiento en 1823). Estudió después Ciencias Naturales y Economía Política en Madrid, lo que propició su nombramiento de catedrático de Economía política en la Sociedad Económica y después en la Universidad. Ingresó en la Academia de la Lengua como miembro y bibliotecario. En 1857 fue nombrado consejero ponente de Instrucción pública e inspector general del ramo.Publicó diversas obras en las que abordó diferentes temas de economía; entre éstas, merece la pena destacar Elementos de Economía política con aplicación particular a España, publicada en Madrid en 1829; y Memoria sobre la Balanza del comercio, y examen del estado actual de la riqueza en España, de 1830. Su faceta de docente se refleja de forma clara en otras obras suyas, como la titulada Curso de Economía política, publicada en Madrid en 1842. Dos años más tarde, dio a la imprenta un Programa de enseñanza del séptimo año de jurisprudencia, que comprende el Derecho público constitucional.
