Seine Staatstheorie wird in seinem Hauptwerk "Politicorum Libri Decem" (1620) vorgelegt. Dergemäß ist der Staat gottgewollte, naturhafte Ordnung, die dem Zweck der Gemeinwohl dient, die nur in der Monarchie, die göttlichen Ursprungs ist, verwirklicht werden kann.
