Goulding was the UK's Ambassador to Angola until 1985, and Under-Secretary-General of the United Nations until 1997. He wrote a book about his time at the UN titled 'Peacemonger'. Latterly he became Warden of St Anthony's College, Oxford. Very good indeed.
