Il s'est enrôlé au début de la Première Guerre mondiale. De retour au pays, il souffre d'un syndrome post-traumatique et part sur les routes, à l'aventure. Parti chercher fortune dans le Sud, il est condamné pour vol dans une épicerie, en 1921, à dix ans de travaux forcés dans un bagne de Géorgie, dans un chain gang. Il parvient à réaliser une évasion audacieuse, évitant les tirs de fusils, les dangers des marais et les meutes de chiens pour se retrouver à Chicago où il devient rédacteur en chef et éditeur du Greater Chicago Magazine. Il y refait sa vie jusqu'à ce que sa femme, jalouse, le dénonce à la police. Arrêté comme fugitif, on lui promet un traitement favorable et une remise de peine. Néanmoins, en 1929, il est de nouveau incorporé aux travaux forcés. Nullement intimidé, il réussit l'incroyable : une seconde évasion, en 1930. Il est toujours un homme recherché lorsqu'en 1932 paraît son récit autobiographique "Je suis un évadé" ("I Am a Fugitive from a Georgia Chain Gang!"). À la suite du succès du livre et du film, "I Am a Fugitive from a Chain Gang" (1932) avec Paul Muni, il est de nouveau arrêté mais le gouverneur du New Jersey refusera son extradition vers la Géorgie. Sa sentence est finalement commuée en 1945. Par la suite, Robert Burns tiendra un magasin de jouets, sera conseiller fiscal et activiste dans les affaires de vétérans. Son histoire a aussi inspiré un téléfilm, "L'Homme qui brisa ses chaînes" ("The Man Who Broke 1000 Chains"), réalisé par Daniel Mann en 1987, avec Val Kilmer dans son rôle.
