This paper attempts to answer a critical question: Can local Iraqi grassroots councils facilitate a strategic endstate like achieving national unity Although a lot of scholars mention… the potential of a grassroots approach, very few identify such entities as means to achieve such elusive ends. As a part of the methodology, the paper uses ten principles presented by Kenneth M. Pollack in his most recent book A Path Out of the Desert. Using Pollack's tenets, this paper creates an analytical framework to then assess local councils and their utility in achieving national unity. Using interviews and surveys from Iraqi local nationals and U.S. officials, the paper seeks to not only define the grassroots entities from multiple perspectives, but then assess the data using Pollack's guiding concepts. In conclusion, the reader will denote the capability of grassroots councils and determine whether such entities present a possible means to achieve a strategic endstate like national unity in Iraq.

However, the linear methodology restricts a holistic understanding of funda…mentally asymmetric realms where U.S. military leaders currently operate. Scholars and other experts have previously applied more ontologically based and holistic approaches to understand complex social systems. By comparing both PMESII-PT and these holistic approaches, this paper accomplishes three objectives. First, the monograph concludes that the linear PMESII-PT methodology is not sufficient to assess and convey understanding of a complex environment. Second, the monograph specifically identifies the incorporation of identity theory and the proper use of the narrative as the gap between PMESII-PT and holistic approaches. Finally, in light of accusations that the U.S. military still exhibits a lack of cultural understanding, this monograph presents a more conceptual start point for military designers. By applying a process of metaquestioning to explore the facets any complex environment, military designers can ultimately produce an identity-based narration which leads to a level of holistic understanding unachievable by traditional methods.
