Die Militärmission unterstützte die 'Operation United Nations Organization Mission in the Democratic Republic of Congo' (MONUC) der Vereinten Nationen (VN), welche bereits seit 1999 in der DR Kongo stationiert ist.Ein autokratisches, neopatrimoniales Regierungssystem, ökonomische Krisen und externe Effekte führten Anfang der 90er Jahre zum Zusammenbruch des kongolesischen Staates. Zwischen 1998 und 2002 wurde auf dem Territorium der DR Kongo der von der ehemaligen US-Außenministerin Madeleine Albright als First African World War bezeichnete Krieg mehrerer afrikanischer Staaten ausgetragen. Erst nach der Machtübernahme des Präsidentenamtes durch Joseph Kabila, dem Sohn des 2001 ermordeten Präsidenten Laurent-Désiré Kabila, und der Ratifizierung des Friedensabkommens von Sun City im Jahr 2003 verbesserte sich die Situation. Die externen Kriegsakteure zogen sich aus dem Staatsgebiet der DR Kongo zurück und es kam zu einem ökonomischen Aufschwung.Dennoch, auch nach Abschluss des Friedensabkommens blieb das Ausmaß der Gewalt in der DR Kongo hoch und die Durchsetzungskraft staatlicher Institutionen gering. Deshalb wurden die Präsidentschaftswahlen mit der Hoffnung auf die Schaffung eines nachhaltigen Friedens verknüpft. Die Absicherungskräfte der EU zogen sich nach Durchführung der Wahlen zurück. Wenig später brachen Konflikte zwischen der kongolesischen Zentralregierung und Rebellengruppierungen wieder auf und das Ausmaß der Gewalt in der DR Kongo erhöhte sich erneut.Vor diesem Hintergrund ist der Gegenstand dieser Arbeit die EUFOR RD Congo Mission zur Absicherung der Präsidentschaftswahlen in der DR Kongo und die Auswirkungen der militärischen Operation.

Ziel der Militärmission war die Sicherung der Wahlen, über welche zu einem nachhaltigen Frieden beigetragen werden sollte. In der vorliegenden Publikation wird aufgezeigt, dass die im Rahmen der Europäischen Sicherheits- und Verteidigungspolitik (ESVP) durchgeführte Militärmission ihr konkretes Auftragsmandat erfüllte, jedoch - wie gezeigt werden wird - wenig zu einem nachhaltigem Frieden beitrug. Sowohl Ansätze aus der politischen Theorie, insbesondere des Peacebuildings, als auch empirische Untersuchungen und qualitative Erhebungen stützen dabei das Ergebnis dieser Veröffentlichung.Für einen nachhaltigen Frieden in der DR Kongo scheinen insbesondere drei Faktoren eine große Bedeutung aufzuweisen: Die kongolesische Armee, die wirtschaftliche Situation und die staatliche Transparenz, insbesondere die Pressefreiheit. Nur bei einer Auseinandersetzung mit diesen Faktoren erscheint ein nachhaltiger Frieden in der DR Kongo erreichbar. Andernfalls werden auch die nächsten Wahlen in der DR Kongo entweder von der internationalen Staatengemeinschaft finanziert, überwacht und geschützt werden müssen oder aber diese werden als demokratische Fassade eines autoritären Staatswesens genutzt. 124 pp. Deutsch.
