Please note there are discriminatory remarks made about Indigenous Peoples in this report. This is a report from the Secretary of the Interior about debts contracted by agents in the California department of the Bureau of Indian Affairs (BIA). There is a variety of correspondence in addition to Stuart's about the matter. The main issue described in this report appears to center around debts contracted by California BIA agents relating to beef cattle and supplying California Indigenous tribes with said cattle. The authors of the correspondence express much contention toward Indigenous people and unease about the relations between Indigenous people and white settlers. One of the contributors, Redick McKee, argues that driving Indigenous people out of California is "ridiculous" and forwards the idea that California Indigenous people be relocated to reservations; he believes the only alternative is to "exterminate and kill them off." Included are descriptions about the general conflicts between California Indigenous tribes and white settlers. Also included are financial figures relating the California debts. John C. Fremont is mentioned on a few occasions in the report.…

Accusations of the sale of large numbers of cattle, intended to feed the Indians, by corrupt persons who instead sold the cattle to the miners for large profits, resulting in the near starvation of many groups of Indians. The unprovoked killing of Indians, the kidnapping and enslavement of Indian children, are among the many crimes recorded in correspondence within this report.
