Samter (1824-1883) war auf dem Gebiete der Nationalökonomie Autodidakt und bedauerte Zeit seines Lebens, keine Gymnasial- und Universitätsausbildung genossen zu haben. Sein Vater, ein bekannter Königsberger Bankier, wollte sich seinen Sohn offenbar als Geschäftsn…achfolger heranziehen und ihn nicht an die akademische Welt verlieren. So lernte Adolf Samter das Bankgeschäft, in Berlin und in Hamburg. Dennoch gab er seinem Drang, an der Entwicklung der Nationalökonomie mitzuwirken, nach und veröffentlichte im Jahre 1846 bei Springer in Berlin sein Erstlingswerk zum "Zollverein". Seine Bemühungen im Druckerei - und Verlagsgeschäft, in das er sich 1846 einkaufte und das er parallel zum Bankgeschäft führte, gab er 1856 wieder auf. Dennoch hat die kurzlebige liberale "Neue Königsberger Zeitung" Samter bedeutende Mitarbeiter und Freunde gewinnen, die an der Zeitung mitarbeiteten. Die Plattform, die ihm das Verlagsgeschäft nicht geboten hatte, um seine akademischen Ambitionen zur Geltung zu bringen, bot ihm später der "Verein für Socialpolitik". Obwohl Samter im Jahre 1854 das Bankgeschäft - 2 Jahre vor dem Tod des Vaters - übernommen hatte, fand er noch die Zeit für zahlreiche Veröffentlichungen. "Abgesehen von seinen ältesten Schriften, in denen er den Argumenten der Fortschrittspartei gefolgt war, zeigt sich S. in seiner ganzen litterarischen wie praktischen Wirksamkeit als gemäßigter Socialist, stark beeinflußt ebenso von Lassalle und Marx, wie von Rodbertus und besonders von Adolf Wagner, dem auch seine letzte größere Schrift. gewidmet ist" (ADB, XXX, S. 324f.).

Der Nationalökonom Adolf Samter (1824-1883) trat 1840 als Lehrling in das Bankgeschäft von Caro in Berlin ein, 1845 kehrte er wegen häuslicher Verhältnisse nach Königsberg zurück und trat als Commis in das Geschäft seines Vaters ei…n. Um mehr Selbständigkeit zu erlangen, kaufte er 1846 eine Buchdruckerei und gründete ein Verlagsgeschäft, ohne jedoch aus dem Bankgeschäfte des Vaters auszutretenm 1848 gab er die 'Neue Königsberger Zeitung' im liberalen Sinne heraus und gewann sich damit einen stattlichen Kreis anregender und bedeutender Mitarbeiter und Freunde, wie Johann Jacoby, Jachmann, Walesrode, Gottschall, Alb. Dulk, Ferd. Gregorovius u. A. Wenige Jahre später verkaufte die Druckerei und Verlagsgeschäft und widmete sich fortan ganz dem Bankgeschäft, das er 1854 selbständig übernommen hatte und 1856 nach dem Tode seines Vaters allein weiterführte. Abgesehen von seinen ältesten Schriften, in denen er den Argumenten der Fortschrittspartei gefolgt war, zeigt er sich seiner ganzen literarischen wie praktischen Wirksamkeit als gemässigter Sozialist, stark beeinflusst ebenso von Lassalle und Marx, wie von Rodbertus und besonders von Adolf Wagner, dem auch seine letzte grössere Schrift 'Das Eigenthum in seiner socialen Bedeutung' von 1879 gewidmet ist.
