El origen de la institución Murs e Valls la encontr…amos en un privilegio del rey Pedro el Ceremonioso en 1358, si bien existen precedentes desde el año 1251. Se creó a raíz de una crecida del río Turia, que causó un importante destrozo en la ciudad así como en la muralla cristiana que en aquellos años se estaba construyendo. Esto obligó a realizar mejoras y nuevas obras en algunas infraestructuras dañadas.Unas décadas después se reglamentó oficialmente bajo la autoridad municipal. Fue en 1406 cuando quedó legalmente constituida imponiendo la «sisa del trigo» para la provisión de fondos, ampliando su cometido para la construcción y conservación de puentes , murallas, fosos, baluarte del Grao, saneamiento de acequias, incluso de asistencia al reloj situado en la Catedral , así como a las aguas residuales; encargada también del ornamento de la ciudad frente a homenajes y celebraciones. La conocida como Fabrica Vella tuvo problemas económicos que dificultaron sus muchas obligaciones en perjuicio de la ciudad por lo que hubo que recurrir a unos gravámenes sobre artículos de consumo.Una nueva riada, la de 1589, llevó a la creación de la «Fábrica Nueva del Río» (1590) con especial atención al cauce del río, puentes y alféizares, estableciendo a la sazón un nuevo impuesto sobre la carne consumida en la ciudad que tuvo como nombre la «nueva sisa de las carnes». De esta nueva fábrica surgiría la restauración de los cinco puentes existentes, que en la riada de 1957, cuatro siglos más tarde, soportaron la salvaje embestida de sus aguas fluviales. El jurisconsulto Josep Llop fue quien en su magnífico estudio del siglo xvii iba a recopilar las costumbres y observancias de una institución de gran actividad en la época foral. Palau 139328, señala: Esta obra conocida como Murs e Valls, ha desaparecido del comercio y por lo tanto se ha hecho rara.
