Chapters are the following: "Penelope in Switzerland," "Penelope in Venice," "Penelope in Devon," and "Penelope at Home." Kate Douglas Wiggin (1856-1923) was an American author and educator. She wrote many children's books and spent most of her life advocating for the well-being and education of children during a time when children were thought of as cheap labor. She and her sister, Nora, were instrumental in establishing over sixty kindergartens in San Francisco and Oakland.
