The contributions emerged from three working groups convened to address distinct policy dimensions: admissions policy, the absorption of immigrants, and the responsibilities of both receiving and sending countries. The volume concludes with a set of specific policy recommendations aimed at harmonising international responses to migration pressures. The opening chapter examines Germany's transformation from a country of emigration to one of immigration across the 19th and 20th centuries, a trajectory that fundamentally reshaped German society yet long went unacknowledged in official self-understanding. Subsequent essays analyse how conceptions of citizenship and nationality differ between the two countries, how demographic change driven by migration and fertility trends is likely to transform their ethnic compositions, and how naturalisation laws and public attitudes shape the integration of newcomers. A significant section also investigates the economic impact of migration, specifically the role of remittances and their effect on the development of sending countries. Co-editor Myron Weiner (1939-1999), who held the Ford International Professorship of Political Science at MIT, brought expertise in the politics of migration and demographic change, while Klaus J. Bade, then directing the Institute for Migration Research and Intercultural Studies at the University of Osnabrück, contributed deep historical knowledge of German migration patterns.
