No copies located via WorldCat; I can find nothing at all on this work save for one mention in the Catalog of Copyright Entries (third series), 1947, that shows the work complete in 23 leaves. [++] I found some interesting info on Baker and his firm in the Architecture Roster for 1953=> Baker was born in 1917; attended and graduated Illinois Institute of Technology, Harvard University, and George Washington University. He was a registered architect with the AIA. Beginning in 1939 he was working on projects with the combined value of $2 million; in 1953 that figure rose to $24 million, so he was a busy guy. He had a verified association with Walter Gropius, and from what I can see worked on some innovative architecture (solar house 1949) and seems to have had a number of Navy Department contracts in the DC area. (The house he designed for himself in a very leafy part of NW DC was/is a striking mid-century modern creation.) [++] This is a theoretical approach to the design of a new sort of synagogue, and contains no plans or diagrams of any sort.
