Desertification, the subject of a global conference to be held in Nairobi, Kenya, from 29 August to 9 September, 1977, seemed to demand a different approach, one that would cover the subject while at the same time organizing it. The General Assembly had charged the Conference Secretariat with the task of assessing all available data and information on desertification and its consequences on the development process of the countries affected. In carrying out this directive, the Secretariat encountered a curious situation. The causes of desertification are understood, it was unanimously agreed by the expert consultants to the Conference, and the techniques for arresting the process are known. Yet this knowledge is fragmented among a variety of other disciplines-climatology, agronomy, range management, veterinary science, geography, ecology, biology-among whose practitioners the Secretariat had sought -guidance. As an attempt was made to organize the subject of desertification, it seemed to fall naturally under four headings-climate, ecological change, technology (embracing the techniques for combating the process), and its social and behavioural aspects. These components of the subject gave rise to the notion that it would best be covered by four fairly extended studies, which we called Component Reviews, rather than the long set of briefer papers characteristic of world conferences. At the same time, and because the Component Reviews would be somewhat technical and sectoral in character, it was decided that the four reviews would be summed up in an easily readable, integrated exposition which we would title an Overview.
