As of October of 1979, all 22 of the member boards of the American Board of Medical Specialties had made commitments to the principle of periodic recertification of their members. Most boards have explicitly acknowledged that the cognitive skills measured in the objective examination do not assure clinical competence. An assumption behind information-assessing recertification efforts is that, though mastery of the current knowledge upon which clinical decisions should be made does not guarantee competent practice, the lack of it probably impairs competent practice.

The impetus for the present generation of task force reports can be dated back to 1982, when John D. Rugh, as President-Elect of the Society, announced that the updating of the task force reports would be given high priority during his term as President. An ad hoc Task Force Committee was appointed in 1983, and the committee set the following objectives: (1) solicit a widely based stream of input from all segments of the Biofeedback Society of America, (2) establish a peer review system to assure the highest degree of scholarship and an unbiased approach, (3) select for area authors only individuals who have profound knowledge of the area and who have demonstrated the ability to extend understanding by reviewing and criticizing the literature, (4) prepare all reports according to a standard ized format, and (5) publish all the reports simultaneously. Input came from several sources. Many people responded with ideas and suggestions to an announcement in the BSA Newsletter that the task force reports were being revised. In 1984, a symposium was conducted at the BSA annual meeting, which included round table dis cussions and dialogues between task force report authors and the BSA membership.

We have to look far beyond the area of traditional atomic spectroscopy since methods of atomic and ion collision physics, nuclear physics, and even particle physics all make important contributions to our knowledge of the static and dynamical state of atoms and ions, and thereby greatly add to the continuing fascination of a field of research which has given us so much fundamental knowledge since the middle of the last century. In this volume, we have tried to strike a balance between contribu tions belonging to the more established fields of atomic structure and spectroscopy and those fields where atomic spectroscopy overlaps with other areas.

The rapid evolution of the latter discipline has largely been aided by the incorporation of concepts and methods developed over a long period of time, and drawn from a wide variety of other scientific fields. The large body of discoveries that have contributed to our current understanding of neoplasia, however, cannot be viewed as being made up of equal parts. They bring to mind Claude Bernard's view 'des determinismes simples et complexes' in the physiological and biochemical regulation of bod ily functions. He was able to observe that the most important and basic of physiologic processes were destined to be fewer in number than those of less fundamental and more highly specialized purpose. He understood that in the future development of medical science, sturlies of the lauer would occupy much of the time and attention of investigators, and were likely to contribute much to scientific literature.

Specific goals of the cryobiological community are cryopreservation, the arrest and recovery of living processes of cells, tissues and organs; and cryosurgery - the local cryodestruction of diseased cells while preserving the healthy surrounding tissue. These goals present great technological challenges. The technological requirements of the cryobiologist include the ability to cool tissues 6 at rates of 10 degrees per second (vitrification), to thaw frozen tissue without damaging the delicate cells, to freeze dry tissue using molecular distillation (vacuum) drying, to supercool cell structures below O°C without freezing, and to successfully store the preserved tissues and organs for any required length of time.

The Conference included the topics of the two International Conferences held in France in 1972, in Paris and at Ste Maxime. The Conference brought together workers concerned with many aspects of phonon scattering in solids and liquid helium. Some of the work reported were studies of the intrinsic properties of diel ectric materials such as the effects of anharmonicity, dispersion and anisotropy on phonon propagation and the conditions for the existence of zero sound and second sound modes. Work was also pres ented on various aspects of phonon interaction with free electrons in metals and semiconductors. A substantial part of the Conference was devoted to phonon spectroscopy - investigations of the energy levels of ions or neutral impurities by observing the resonant absorp tion or scattering of phonons. The materials being studied include paramagnetic and parae1ectric solids, amorphous systems in which the 'impurities' appear to be intrinsic, and semiconductors. Work was reported on the use of phonons to observe phase transitions; in some cases the cooperative phase also arises through strong spin phonon coupling.
