Atkinson served as an assistant surgeon for the Union Army and afterwards studied law; he was then elected to the Forty-eighth and four succeeding congresses. At the time of this report, existing law limited jurors in the District to a term of three months, deemed "oppressive" by the committee. The report offers a substitute and recommendation. Grout entered the Union Army in 1862 and received his commission as Lieutenant Colonel of the 15th Vermont Volunteer Infantry Regiment. After serving in the Vermont House of Representatives for a few years, he was elected to the Forty-seventh, Forty-ninth, and succeeding congresses. In recognition of the value of the General's speech, the Society resolved to have 1000 copies printed. Gen. Grout initialed entered the war as the Lt.Col. of the 15th Vermont Infantry. Later, promoted to General and commander of three brigades to defend Vermont's northern border following the St. Alban's Raid. Here he presents the Military Record of Vermont , including Colonial, Revolution and Civil War contributions. This first edition is not noted by Dornbusch, but includes it when reprinted in 1885 as part of the Proceedings of the Reunion Society of Vermont Officers, 1864-1884. REFERENCE: DORN #90.
