The author employs multivariate regression analysis of historical data to identify the primary factors influencing the number of acres diverted from production under the program from 1961-1969. The author finds that while the maximum portion of the feed-grain base that farmers were allowed to divert was an important determinant of actual diversion, so were payment rates for voluntary diversion and the relationship between total support rate and market price. Separate regression models were estimated for individual states and regions, with the variables of these individual state models similar to those of the national model and bearing the same interpretations.
