American lawyer (1873-1958), who in 1930 headed the investigation into political corruption in New York City which brought about the decline of Tammany Hall. Sulzer (1863-1941) had been elected Democratic Governor of New York in 1913 with Tammany support, but had been removed from office following an internal dispute. One page, quarto. Very good. His reply to Sulzer's letter has been delayed due to 'pressure of other matters and my absence from the City'. He thanks Sulzer for the 'recent note conveying your good wishes. Manuscript testimony of the case "Supreme Court Edwin S. Keeler vs. Wm. Fontaine Bruff et al. In the matter of the Receivership of the Brooklyn Elevated Railway Company. Proofs No. 4 accompanying Referees' Report as to Counsel fees of Receiver Phelps. Theo R Gates Referee." The index references Howard H. Morse, John S. Hill and Edwin R. Meade. This is the manuscript record of their testimony dated between 1 March and 30th March, 1881. pp 272 - 620 (3). Appearances were made by Mr. North, Mr. Morse & Mr. Mackenzie before Theodore B. Gates, Referee. Brooklyn Elevated Railroad was an elevated railroad company in Brooklyn, New York City, United States, operated from 1885 until 1899, when it was merged into the Brooklyn Rapid Transit Company-controlled Brooklyn Union Elevated Railroad. Its lines included the Lexington Ave., Myrtle Avenue, Broadway & Fifth Avenue lines. (Wikipedia). This appears to be a precursor to the BER, now bankrupted. This was a time when Tammany Hall held great control over the transaction of many businesses in New York City. The testimony of the Referee, records a time during which the officers of the Brooklyn Elevated Railway Company were revealed to have highly inflated the stock of the company and even held land that was rightly the Railway's in the names of cronies. P. 285 is quite illuminating. Mr. Howard H. Morse of the firm Winfield, Leeds & Morse, was counsel to the ex-Receiver Floyd Phelps. During his research at No. 48 Wall St., Morse discovers documents in the President's desk and office that indicate that property of the Railway company was held in the name of outsiders, one by the name of Richard B. Caldwell. During his work, he was constantly interrupted by bond holders, stock holders, creditors and claimants. He had legal notices printed in the Daily Register in the City of New York, the Albany Argus the State paper at Albany and in the Brooklyn Daily Eagle. (p. 276). Some of the creditors include Cooper Hunt & Trenton Iron Company were owed for ironwork (p.282); Thomas Cornell for lumber, (p.284); Floyd Jones for carrying out work; Passaic Iron; Lucas Kellogg Wilson, Mr. DeCamp, Mr. Andrews of Maine claims for foundation stone, (p. 294); Mr. Bliss of Bank of New York wished the lease to be surrendered as the rent had not been paid (p. 296. The Farmer's Loan and Trust "issued" more stock and bonds to the contractor than was justified, (p.289). Mr. Morse asked to present facts to courts in upstate New York, including Kingston, (p. 328). A work relying heavily on quoted scripture to discuss the will of God and people especially as it relates to politics and government. It appears this was a long-winded way for Mr. Halsted to assert that the New York City politicians associated with Tammany Hall were being victimized by the Albany Regency politicians who were apparently using their positions as politicians to gain personal wealth. Historical perspective suggests this letter now seems somewhat ironic. While not in Sabin, the bibliography indicates Halsted wrote, then published, letters to presidents Pierce and Lincoln. Good condition. Faint dampstain to the lower foredge margin. Alphanumeric pencil notation to the upper front page. Minor soiling and foxing.…

Condition: Fine. New York, April 7th, 1892., 1892. Fine. - A one-and-a-half page letter consisting of Over 80 words typed on two faces of 5-7/8 inch high by 4-7/8 inch wide "Office of the Commissioner of Public Works" stationery with an integral attached leaf. Then Commissioner of Public Works, Thomas Francis Gilroy writes to New York Lieutenant Governor William F. Sheehan to recommend that Sheehan appoint Mr. M.P. Wall to the board which has "control of the New York State Exhibit, at the World's Fair in Chicago". Signed "Thos Fr. Gilroy". There is a minor tear to the top of the fold between the first page and the integral leaf. Else, near fine. The Irish immigrant Thomas Francis Gilroy (1840-1911) moved to New York City at the age of seven. Starting work at 16 in the publishing business, he went on to serve as court clerk, county clerk and Undersheriff for New York County. Active in politics, he served as a messenger for "Boss" Tweed and subsequently as confidential secretary for Tweed's successor Henry W. Genet. Gilroy was appointed Commissioner of Public Works after managing Hugh J. Grant's successful mayoral campaign and became the titular head of the Tammany Hall organization, though not its real leader. He succeeded Hugh J. Grant as mayor in 1893 but became involved in the ongoing Tammany scandal due to the 1894 Lexow Investigation into widespread corruption in the police department which was tied in to the Tammany organization. …

ALS from Charles Henry Parkhurst (1842 - 1933), American social reformer and minister, on Boston Athletic Association letterhead, dated Oct. 1893: "Your letter reaches me at a moment when I am engaged in a pretty hot fight and the only sentiment that seems to me on the [topic?] is a quotation from St. Paul: "Put on the whole armour of God that ye may be able to stand against the wiles of the devil". This quotation is likely a reference to the undercover anti-corruption work that Parkhurst was personally engaged in at the time; he had gone in disguise to collect hard evidence of police-protected crime demanded by a New York municipal grand jury. Parkhurst went to gambling saloons, prostitution dens and after hours saloons to gather the proof of crime and police extortion which he presented in a sermon to the scandlized city. Parkhurst had been elected president of the New York Society for the Prevention of Crime, and had challenged Tammany Hall from his pulpit. Parkhurst's campaign against Tammany led to the appointment of the investigatory Lexow Committee, and the eventual election of a reform minded mayor.
