The report, dated October 1, 1930, was published October 21, 1930 and it recommended limiting Jewish immigration based on Palestine's alleged economic absorptive capacity. The Passfield White Paper was also dated October 1, 1930, and recommended similar limiting of Jewish immigration. Then, as now, the Arabs were more numerous, had oil, and were not Jews.
