A vast body of literature, from theoretical elaborations to statistical measurements, concerning liberal peace and/or democratic peace theory has been developed and has explored the proposition profoundly. While it is almost empirically proven that the probability of wars between democratic states is very low or even zero, war is obviously - while having a look on recent or current armed conflicts in which democratic states are engaged - still an option for liberal democracies with regards to disputes with non-democratic states. On a first glance this seems to be paradox. But, while having a deeper look into the scientific discussions, approaches and explanations, it seemingly becomes clear that these two parts - namely the peaceful conflict-resolution between democratic states and democracies' use of military force - are not conflicting.

Especially the latest achievement in the normative debate, the 'Responsibility to Protect'-concept, is dubious and opens the door for abuse by 'false friends'. After an impressing and fast-paving development/increase in meaning since its first introduction in 2001, this concept is widely seen as legitimate framework for current and future humanitarian engagement and as a replacement for the former method of humanitarian intervention. But, despite the good intentions behind that concept, many critical voices underscore conceptual weaknesses or even inherent conceptual dangers of R2P. Currently, as José E. Alvarez points out, R2P is at the turning point from political rhetoric to legal norm. This paper aims on the examination of the value of R2P as recent object of normative debate and argues for more political realism among normative actors.

The phenomenon of weak and fragile statehood destabilizes whole regions and makes intra-state conflict to a constant feature with spill-over character in many areas of the world. At the same time do non-state armed actors, from warlords to armed militias to terrorists to private military firms, re-enter the international conflictscene. The globalized character of contemporary organized violence, especially the phenomenon of transnational terrorism, does challenge the international security structure. While symmetric inter-state conflicts are constantly decreasing and less likely to appear, the dominant form of contemporary armed conflict is intra-state and asymmetric by nature. One of the most striking features within contemporary armed violence is the increasingly important role of civilians, as victims but also as perpetrators and participants in hostilities. The fundamental line between soldiers and civilians has long been essential to the law of war, but with the rise of transnational terrorism, warlords and other non-state actors in armed conflict this distinction gets seemingly blurred.

Weltkrieg veränderte sich die globale Konfliktstruktur. Die bis dato im europäisch-westlichen Bewusstsein dominierende Vorstellung vom klassischen, zwischenstaatlichen Kriege ist im Vergleich zum gesamten, kontinuierlich zunehmenden Kriegsgeschehen immer seltener geworden. Bis 1990 wurden andere Konfliktdimensionen fast immer gegenüber der ideologischen unterbetont. Mit dem Ende des Kalten Krieges fiel die Systemkonkurrenz als Faktor in Regionalkonflikten weg. In der Umbruchsphase des Internationalen Systems von 1988-1992 keimte in großen Teilen der Intellektualität die Hoffnung einer neuen, friedlichen Weltordnung. Es war die Rede vom ¿Ende der Geschichte¿, der Kant¿sche ¿demokratische Friede¿ sei zum Greifen nah und die sich stark intensivierende wirtschaftliche Globalisierung würde zu allgemeinem Wohlstand führen, die wechselseitige Interdependenz militärische Konflikte unlogisch machen. Diese Hoffnung hat sich nicht bestätigt. Die wie durch einen ideologischen Dampfkessel während des Ost-West-Konfliktes stabil gehaltene internationale Staatenwelt begann nach der Implosion der Sowjetunion massiv zu bröckeln. Entgegen vieler Erwartungen hat die stark voranschreitende wirtschaftliche Globalisierung mit ihren einhergehenden wechselseitigen Interdependenzen ein instabiles und störanfälliges Klima in den Internationalen Beziehungen geschaffen. Regional beschränkte wirtschaftliche oder politische Krisen wirken auf Grund des hohen Vernetzungs- und Abhängigkeitsgrades global. Weltweit zu beobachtende Phänomene wie die Entstehung von Kriegsökonomien, Entstaatlichung, internationalen Terrornetzwerken und die des Aufstiegs privater Konfliktakteure, haben sicherheitspolitische Folgen für die gesamte Staatenwelt. Durch den hohen Grad der wirtschaftlichen, politischen und strukturellen Abhängigkeit, der sich wandelnden Rolle des Nationalstaats sowie den neuen Informations-, Kommunikations- und High-Tech-Optionen hat sich auch die globale Sicherheitslage stark verändert, was diese Arbeit aufzeigen möchte.
