Zimmermann in ADB describes Schmidt-Phiselbeck's outstanding service in reforming the government in Braunschweig after the radical changes of the Napoleonic period. The ascent of Herzog Karl in 1823 put an end to reform and an effort to turn back the clock, resisted by S. His wish to resign was rejected and he fled to Hannover where he continued in government reform work. This was the background to several brochures on the controversy.…
