The author discusses, at length, the issue of cedar rust impacting apple orchards and offers a detailed plan by which to address the issue. Further, this book includes the text of the 1914 state crop pest law for West Virginia, which created the state crop pest commission and defined its powers and duties, as well as a number of proposed amendments to that law and the reasons why each amendment is proposed. The proposed amendments would have expanded on the powers and duties of the state crop pest commission and defined further such terms as 'plant' and 'person', established civil jurisdiction to assist the commission in carrying out its duties, created the position of commissioner of agriculture, and more.
