Among the findings: 1. Increased productivity slows the growth and reduce the level of major maintenance backlog; 2. Effective preventive maintenance programs are essential to control major maintenance backlog; 3. Clear communications between communities, legislators, boards of education, administrators, managers and workers, including information about materiel, personnel, goals and budgets, reduces major maintenance backlog and increases productivity; 4. Ten of 25 variables related to maintenance functions were found to be significant; 5. Two of 25 variables related to operations functions were found to be significant; 6. Fifteen of 54 variables related to maintenance productivity, and five of 52 variables related to operations productivity, were found to be significant; 7. To maintain school facilities at an acceptable standard of appearance, districts must provide sufficient budgets to hire skilled personnel at competitive wages and purchase needed materials and equipment.
