Harmon, established a foundation in 1922, which created and administered a number of innovative public programs, incuding its Awards for Distinguished Achievement Among Negroes. Cash prizes were awarded to black artists during the 1920s and 30s, by which several black artists were able to travel, study and pursue their work.
