Cilj je, dakle, eksplicitno postavljen, odmah cemo videti, dvostruko neprecizan i lakonski.Ako se ne precizira sta se podrazumeva pod trzisnom privredom, prethodna receno je lakonsko ciljno odre enje, ne govori mnogo, ostavlja prostor za razlicita proizvoljna poimanja. This also means that it is necessary but not sufficient to establish, a consistent set of financial systems - both national and global. Generally it is not excluded that there will be those who will stand on the notion that it is inappropriate and that the emission of money is no longer a highly topical issue, pointing to the arguments that, in a sense, 'are true, but not the whole truth '. For example, stating that the issue of money creation and the monetary system as a whole is not as current as it used to be, and according to many the same goes for monetary policy, the following theses and reasons are mentioned:(1) 'The bogeyman' of (hyper)inflation has been globally overcome and the situation today is quite different from that in the larger part of the second half of the twentieth century. In other words, many will insist that, already at the end of the twentieth century, especially in the current period, financial instability (anyhow we define it) and the financial domain in general (that is, how the money is used), have become a more acute problem than the monetary, price instability, then inflation;(2) from this fact, can be drawn consequential thesis, which reduce actuality and importance of money emission;(3) or, in other words, a conclusion is drawn that the focus is not any more on the activities related to the existence, disruption of equilibrium and restoration of macro-monetary balance of supply of (Ms) and demand money (Md) - which means the mechanisms and policies of issuing money - but this place being taken over by finance, financial system, financial (in)stability. To je u velikoj meri ukljucivalo i tranzicione poslove, razume na nacin kako su ih kanalisale politicke, zakonodavne i tranzicione vlasti. Iskustvo iz njihovog obavljanja, pomoglo mi je da krajem 1999. godine napisem i objavim rad koji se moze smatrati mojim vi enjem privatizacione aktivnost tokom devedesetig godina. U nastaku dajem nesto skracenu verziju tog rada/pregleda. Smatran to korisnim, zbog toga da bi se videlo da ti procesi jesu bili tranzicioni - ili u smislu cinjenje ili necinje (opstruisanja); u oba slucaja ne mogu a da ne budu relevantni i sa stanovista razumevanja i stanovista uticaja na sadasnju sumornu ekonomske stvarnost Srbije.U ovom teksu koristeni su neki delovi iz knjige prof. dr Stanka Radmilovica, OPORAVAK I RAZVOJ. iz 'suve drenovine' samo zajedno sa svetom, iz septembra 1999. i clanka u casopisu FINANCING oktobar 1999.U poslednjih nekoliko meseci te 1999.godine mogle su se sa zvanicnih mesta cuti ocene da svojinska transformacija nema ni priblizno onaj tempo i sirinu koji su gromoglasno najavljivani u vreme pripreme, usvajanja i promocije sadasnjeg koncepta svojinske transformacije. Odjednom (!) se doslo do zakljucka da za 'svojinsku transformaciju' nije, zapravo, niko zainteresovan - ni menadzment, ni zaposleni, ni sindikati. Drzavni i politicki organi se ne potenciraju, ali se to valjda podrazumeva.Mozda kao rezultat toga, iz desnog koalicionog bloka vlade Republike Srbije ponovo je isticana potreba izmene i dopune zakonskih propisa, tj. koncipiranje i ulazak u vec petu fazu svojinske transformacije na ovim prostorima, cija bi osnovna karakteristika bila napustanje fakultativnosti i neobaveznosti. Iz druga dva (leva) koaliciona bloka dosta dugo nije bilo nikakvih indicija, da bi se oglasili tek pocetkom oktobra na konferenciji na stampu. Iz onog sto se moglo razumeti rec je samo o nekim kozmetickim promenama i dopunama postojeceg koncepta: kao sto se moglo i ocekivati, nije pominjana obaveznost ili orocenost procesa svojinske transformacije vec pre svega izmene u pravcu pojednostavljene procedure; istaknuto je da se brza privatizacija ne moze ocekivati.

Generally it is not excluded that there will be those who will stand on the notion that it is inappropriate and that the emission of money is no longer a highly topical issue, pointing to the arguments that, in a sense, 'are true, but not the whole truth '. For example, stating that the issue of money creation and the monetary system as a whole is not as current as it used to be, and according to many the same goes for monetary policy, the following theses and reasons are mentioned:(1) 'The bogeyman' of (hyper)inflation has been globally overcome and the situation today is quite different from that in the larger part of the second half of the twentieth century. In other words, many will insist that, already at the end of the twentieth century, especially in the current period, financial instability (anyhow we define it) and the financial domain in general (that is, how the money is used), have become a more acute problem than the monetary, price instability, then inflation;(2) from this fact, can be drawn consequential thesis, which reduce actuality and importance of money emission;(3) or, in other words, a conclusion is drawn that the focus is not any more on the activities related to the existence, disruption of equilibrium and restoration of macro-monetary balance of supply of (Ms) and demand money (Md) - which means the mechanisms and policies of issuing money - but this place being taken over by finance, financial system, financial (in)stability. To je u velikoj meri ukljucivalo i tranzicione poslove, razume na nacin kako su ih kanalisale politicke, zakonodavne i tranzicione vlasti. Iskustvo iz njihovog obavljanja, pomoglo mi je da krajem 1999. godine napisem i objavim rad koji se moze smatrati mojim vi enjem privatizacione aktivnost tokom devedesetig godina. U nastaku dajem nesto skracenu verziju tog rada/pregleda. Smatran to korisnim, zbog toga da bi se videlo da ti procesi jesu bili tranzicioni - ili u smislu cinjenje ili necinje (opstruisanja); u oba slucaja ne mogu a da ne budu relevantni i sa stanovista razumevanja i stanovista uticaja na sadasnju sumornu ekonomske stvarnost Srbije.U ovom teksu koristeni su neki delovi iz knjige prof. dr Stanka Radmilovica, OPORAVAK I RAZVOJ. iz 'suve drenovine' samo zajedno sa svetom, iz septembra 1999. i clanka u casopisu FINANCING oktobar 1999.U poslednjih nekoliko meseci te 1999.godine mogle su se sa zvanicnih mesta cuti ocene da svojinska transformacija nema ni priblizno onaj tempo i sirinu koji su gromoglasno najavljivani u vreme pripreme, usvajanja i promocije sadasnjeg koncepta svojinske transformacije. Odjednom (!) se doslo do zakljucka da za 'svojinsku transformaciju' nije, zapravo, niko zainteresovan - ni menadzment, ni zaposleni, ni sindikati. Drzavni i politicki organi se ne potenciraju, ali se to valjda podrazumeva.Mozda kao rezultat toga, iz desnog koalicionog bloka vlade Republike Srbije ponovo je isticana potreba izmene i dopune zakonskih propisa, tj. koncipiranje i ulazak u vec petu fazu svojinske transformacije na ovim prostorima, cija bi osnovna karakteristika bila napustanje fakultativnosti i neobaveznosti. Iz druga dva (leva) koaliciona bloka dosta dugo nije bilo nikakvih indicija, da bi se oglasili tek pocetkom oktobra na konferenciji na stampu. Iz onog sto se moglo razumeti rec je samo o nekim kozmetickim promenama i dopunama postojeceg koncepta: kao sto se moglo i ocekivati, nije pominjana obaveznost ili orocenost procesa svojinske transformacije vec pre svega izmene u pravcu pojednostavljene procedure; istaknuto je da se brza privatizacija ne moze ocekivati 16 pp. Deutsch.
