Inscribed by Sen…ator Goldwater on first free endpaper to Los Angeles County Sheriff Peter J. Pitchess. The inscription reads: "To a man I admire / Pete Pitchess / a great American / one of our outstanding law men - and a lousy Gin player. With respect, Barry." Sheriff Peter J. Pitchess (1912-1999) served as the sheriff of Los Angeles County from 1958-1981, modernizing the Sheriff's Department and becoming a model for departments across the United States. His name is well known as the defendant in Pitchess v. Superior Court, which now allows defendants to obtain records of public complaints against police officers. Obtaining such a record is called a "Pitchess Motion.". The first edition of Why Not Victory? by Senator Barry Goldwater, inscribed to the sheriff of Los Angeles County, Peter J. Pitchess.
