Jahrhundert n.Chr. die Einrichtungen der jüdischen Selbstverwaltung im Land Israel. Er macht seinem Amt alle Ehre: er war ein begnadeter Gelehrter, eine königliche, ja messianische Gestalt, dabei auch mit irdischen Gütern gesegnet, ein Staatsmann, der mit der römischen Obrigkeit auf gutem Fuße stand. Seine Verordnungen standen auf der Höhe der Zeit, bis hin zu Bemühungen, die Ausübung biblischer Gebote den Umständen anzupassen, womöglich gar auszusetzen. Ein solcher Versuch war die Aufhebung des Brachjahrs, wonach das Land alle sieben Jahre ruhen sollte (Lev 25,2), was für eine landwirtschaftlich geprägte Gesellschaft unter Fremdherrschaft eine schwere Einschränkung bedeutete; wegen des Widerstands seiner Kollegen konnte er diese Anordnung nicht durchsetzen, ebenso wenig wie die Aufhebung des Fastens am 9. Aw, dem Tag der Tempelzerstörung, das in seinen Augen nicht mehr zeitgemäß war. Mit seiner liberalen Haltung und seinen humanen Entscheidungen war Rabbi Jehuda der Fürst seiner Zeit weit voraus. Er brachte das Corpus der Mischna zu einem redaktionellen Abschluss, wodurch er dem jüdischen Volk ein Werk hinterließ, das an Bedeutung nur der Tora nachsteht; allerdings bedeutete die Fixierung dieses Corpus einen gewissen Stillstand für die Entwicklung der mündlichen Lehre.
