Neither brutality nor severity but the certainty that makes punishment an effective deterrent. In such a situation, only Forensic Science can offer objective, reliable and irrefutable evidence. Today, only a small fraction of crime investigating agencies gets Forensic Science help, the rest are left out of the picture. In this century, we should aspire to increase it manifold, by way of an appropriate Police-Forensic Scientist partnership. This book presents our vision for developing the Indian forensic science facilities to meet the impending challenges of the twenty-first century. It is hoped that the suggestions given in the book are implemented in totality. This field of science would then be able to provide an efficient scientific aid to the criminal justice delivery system of the country." (jacket).

Later, he was the deputy leader of the Swaraj Party in the Central Legislative Assembly. He remained active both in provincial and national politics in the 1920s.
