M. nahm als Abgeordneter von Bursins an der provisor. Versammlung der Waadt vom 21.1.1798 teil und wurde zu deren Sekretär gewählt. Im Juni 1798 wurde er zum Generalsekretär der Regierung der Helvet. Republik ernannt. Im Frühling 1803 berief ihn der erste Landammann der Schweiz, Ludwig von Affry, zu seinem Privatsekretär. Im Juli 1803 wählte ihn die Tagsatzung zum Kanzler. 1815-30 amtierte M. als eidg. Kanzler. Bei der Schaffung der beiden Basler Halbkantone (Sept. 1833-Jan. 1834) war er Schreiber des Schiedsgerichts. 1834 zog sich M. aus dem öffentl. Leben zurück und liess sich in Zürich nieder.
