Robert Brent Mosher was apparently associated with the United States Department of State, Bureau of Appointments at the time of this publication. A complete list of the heads of the executive departments from the beginning of the government, in 1789, to 1902 (when this Register was published) did not exist even in the departments themselves, and it was the primary objective of this publication to supply that need. However, as the work progressed it seemed that its value as a book of reference would be materially enhanced with the addition of the Constitutional provisions and the acts of Congress governing the election, qualification, and term of the President, and the appointment, qualification, and term of the heads of departments. The book also includes the electoral and popular vote at each election, the first acts providing for the department, and, as an appendix, copies of the Declaration of Independence, the Articles of Confederation, and the Constitution, from the originals in the archives of the Department of State.
