This document, a report to the United States House of Representatives, outlines the facts and findings of a select committee tasked to investigate charges of contempt against H. Snowden Marshall. Marshall was accused of writing and publishing two letters that criticized and insulted the committee members, in relation to an impeachment investigation regarding allegations of misconduct against Marshall. The committee concluded these letters were defamatory and intended to bring the committee into contempt and ridicule. The report argues that the House and its committees have inherent power to protect themselves from such conduct, whether committed in their presence or not, as it is necessary for the functioning of the government and the protection of its integrity. The report finds Marshall guilty of contempt and provides a detailed overview of the arguments supporting the House's power to punish for contempt, highlighting case law and historical precedents to bolster its conclusion.
