The author was a research associate with the College of Economics and Business at the University of Washington. "He was graduated in 1940 from the College of Railway Administration, Chiaotung University, Shanghai, and thereafter worked for two years on the field staff of the Chinese National Railways. He spent the next two years teaching at Chiaotung University.
