Neumann of the decisions and evasion's of decisions by Roosevelt during the global war which closed out the New Deals political tenure, his emphasis is on how they contributed to the political foundations of the post-war world, while at the same time leaving a residue of unsolved and so far insoluble problems for his successors to wrestle with ever since.…
