This study was undertaken for the IISS consistent with its aims of fostering public discussion of defense and disarmament. The possibility, in the early 1960s, that there might be a steadily increasing number of countries that would come to develop nuclear weapons was a daunting prospect that helped propel the international community to support measures such as the Non-Proliferation Treaty. This study looks as the drivers for a decision either to pursue or forego nuclear weapons on the part of a number of countries and expressed the hope that its approach could be applied to other countries over time.
