Following this, he was tasked by SS-Obergruppenführer Reinhard Heydrich with facilitating and managing the logistics involved in the mass deportation of millions of Jews to Nazi ghettos and Nazi extermination camps across German-occupied Europe. Er avancierte zum Chef des persönlichen Stabes Reichsführer SS und Verbindungsoffizier der SS zu Hitler. Nach dem Krieg behauptete Wolff, von der Vernichtung der Juden erst 1945 erfahren zu haben. Am 30. September 1964 wurde er vom Landgericht München II wegen Beihilfe zum Mord in mindestens 300.000 Fällen (Deportationen in das Vernichtungslager Treblinka) zu 15 Jahren Haft verurteilt. 1969 wurde ihm Haftverschonung wegen Haftunfähigkeit gewährt.
