Kilby expresses his concerns about a meeting held by the sheriffs-elect in Montgomery. He stated "It is obvious that a concerted effort is being planned for forcing, by the use of 'pressure,' the prisoners in the county jails to divide their rations with their keepers, the sheriffs." Prior to a law enacted in 1920, no restrictions were placed on the feeding of prisoners. Some sheriffs would spend only a small percentage of the funds they received for food and would keep the remainder for themselves. Gov. Kilby states his views on why this 1920 law should not be repealed.
