They also play an important role in the social, economic and political arena. The modern era has brought about new forms of subjugation and denial of womens' rightful place, this is to say, equal work but no equal pay, sexual harassment at the workplaces, isolation of from the governance of the country and so on. But changes began to show up with women becoming more and more assertive of their rights with the help of the then emerging feminist movements and emancipation struggles. In India social reformers like Rajaram Mohan Roy, Ishwar Chandra Vidyasagar, raised their voices against the existing practices and social customs subjugating women. Their efforts rallied around issues affecting women's life adversely such as the practice of sati, child marriage, female infanticide, polygamy, plight of the widows, etc. Raja ram Mohan Roy championed the ban on the practice of sati. The 73rd and 74th Amendment to the Constitution of India with 33.33% reservation for women has given opportunity for the entry of large number of socially marginalized category such as women to enter into the domain of local institution and their performance is very encouraging.

From ancient to Mughal period village bodies were the pivot of administration. In the British period our villages remained backward and they lacked all the essentials of civilized existence. They did not have adequate communications, sanitations, public health, medical aid, good education facilities and all other things that a modern man needs as essentials of life. In the independent India, The role of the local self government acquired a new significance.

The hypothesis is that, despite radical policy, participation of women in local governance is still constrained by social and religious structure.The data was collected from 399 respondents selected through systematic random sampling method from nine polling stations of Anantnag district. A majority of women take part in political activities only during elections. They think that casting vote is the ultimate exercise in political power. They are not aware of the reality that the elections are just an initiation of real powers. The higher level of participation is 'taking part in decision making process' which they generally tend to ignore. Actually it is because of election campaigns run by contesting parties, which drives women to participate in voting and feel that their demands will be fulfilled, but after the election is over, it all books befooling activities.
