Sie besuchte die Volksschule und absolvierte dann eine kaufmännische Lehre. Seit 1919 war sie Mitglied der SPD und engagierte sich besonders in der Arbeiterwohlfahrt. Seit 1928 besuchte sie das sozialpolitische Seminar… der Deutschen Hochschule für Politik in Berlin. Von 1925 bis 1933 wirkte sie als Leiterin des Jugendamtes in Prenzlauer Berg. Von den Nazis wurde sie 1933 aus dem Amt entlassen, verfolgt und unter Polizeiaufsicht gestellt. Sie kämpfte illegal in der Gruppe um Max Fechner. 1945 nahm sie ihre Arbeit im Jugendamt Prenzlauer Berg wieder auf. 1947 wurde sie zur Bürgermeisterin dieses Bezirks gewählt, jedoch bald darauf von der Sowjetischen Militäradministration (SMAD) abgesetzt. Seit 1955 bis zu ihrem Rücktritt 1962 war Ella Kay als Senatorin für Jugend und Soziales wirksam. Von 1958 bis 1968 gehörte sie dem Abgeordnetenhaus von Berlin (West) an. 1965 wurde Ella Kay Stadtälteste. Sie wohnte (1955) Lowise-Reuter-Ring in Berlin-Britz.
