Paperback. Condition: new. Paperback. Joint and service concept development and experimentation applies innovation and change to the ideas and capabilities that animate U.S. military forces to ensure that they are adapted to the world in which they operate. The process of innovation and change relies on an ability to foresee and anticipate the key factors that shape the world and the challenges which are intrinsic to these factors. A forward looking, anticipatory view of change allows the United States to properly shape its forces so that they are prepared to deal with emerging challenges to our nation's security interests. Because the future is also shaped by shocks and other events that are by definition difficult or impossible to foresee, a culture of innovation and change encourages us to remain agile and able to quickly adapt in the face of surprise. Paperback. Condition: new. Paperback. Integrated financial operations are the integration, synchronization, prioritization, and targeting of fiscal resources and capabilities along with the related efforts of interagency and multinational partners and nongovernmental organizations against an enemy, and in support of the population, combined with minimizing the possibility that such resources/capabilities will be diverted or inadvertently misused to support an enemy's financial networks. Further, integrated financial operations encompasses more than simple fiscal policy and oversight-they entail using finances to support operational objectives.Accordingly, the joint force commander requires the ability to manage limited financialresources within the Department of Defense and coordinate with other US Government and host nation agencies, multinational forces, intergovernmental organizations, andnongovernmental organizations to fully utilize financial resources in the accomplishment of operational objectives. Paperback. Condition: new. Paperback. This handbook provides pre-doctrinal guidance on the planning, execution, and assessment of joint integrated persistent surveillance (JIPS) by a joint task force (JTF) and its components. Significant prior work has been done in support of persistent intelligence, surveillance, and reconnaissance (ISR) and much of the information in this handbook was gleaned from that data. However, the scope of this handbook pertains to the subset of persistent surveillance: the processes which contribute to creating a persistent surveillance strategy and those required for executing persistent surveillance missions. The document serves as a bridge between current best practices in the field and incorporation of value-added ideas in joint doctrine. This handbook draws on current doctrine, useful results from relevant studies and experimentation, and recognized best practices. It presents some challenges of persistent surveillance to include capability gaps and some potential solutions to these shortfalls, especially in the areas of planning and preparation, managing requirements and tasking, visualization and tracking, and assessment of persistent surveillance missions. It also offers some considerations for the future development of JIPS-related joint doctrine, training, materiel (logistics), leadership education, personnel, facility planning, and policy (DOTMLPF-P). This handbook is based on joint lessons and Service learned data; joint, multinational, and Service doctrine and procedures; training and education material from CAPSTONE, KEYSTONE, and PINNACLE senior executive education programs; joint and Service exercise observations, facilitated after-action reviews and commander's summary reports; related joint concepts; experimentation results; joint exercises and trip reports; joint publication assessment reports; research from advanced concept/joint capability technology development projects and capability development documentation for acquisition programs, and DOTMLPF-P change recommendations. This handbook also includes the results of a two-year analysis and experimentation effort conducted by Joint Doctrine Support Division and Solution Evaluation Division, with participation by all the Services. The JIPS project was driven by the following military problem statement: "The JFC requires adequate capability to rapidly integrate and focus national to tactical collection assets to achieve the persistent surveillance of a designated geographic area or a specific mission set." The genesis/mandate was that five of the top 40 FY 09-10 priority warfighter challenges (WFCs) require persistent surveillance solutions (WFCs 2, 4, 13, 20, 30) as reported by USPACOM, USCENTCOM, and the Marine Corps Combat Development Command. Experimentation included a stakeholder conference; baseline assessment; a constructive simulation effort; a "human-in-the-loop" experiment; and a multi-Service, coalition, live-fly environment experiment that simulated operations in Afghanistan (EMPIRE CHALLENGE 2010). Development of the JIPS handbook is tied to the four major outcomes from experimentation and reflects concepts of operations developed for the proposed DOTMLPF-P change recommendation submission. Paperback. Condition: new. Paperback. The Joint Meteorological and Oceanographic (METOC) Handbook (JMH) serves as a primary reference for the new Joint METOC Officer Course (JMOC). The intention of the JMH is to provide the Joint METOC Officer (JMO), associated METOC staff, and Service and functional component METOC personnel, an easy-to-use reference manual to assist in the planning and execution of METOC support for joint operations. Some information previously included is better found through on-line sources which are more easily updated, and a web-based resources listing is included as an appendix. The JMH describes existing Joint METOC structure, how METOC personnel and organizations are integrated into the combatant command and JTF structures, and what METOC resources are available. Separate chapters cover METOC capabilities and support to operational forces within Service organizational structures. It is important to understand the joint operational planning process and how the METOC officer fits into that process. The duties and responsibilities of the Senior METOC Officer (SMO) and JMO and their interaction during a joint operation are important concepts. The coordination between the JMO and his Service and functional component METOC units is vital to the success of joint METOC operations. The concept of one theater, one forecast, highlighted in Joint Publication 3-59, is the cornerstone of METOC support to a joint operation. Joint METOC personnel should understand the capabilities of Service level METOC equipment and tactical and fixed communication systems for interoperability. The sources of METOC data and available products and services from various METOC production sites and theater level operational commands are useful for any military operation. The latest JMH version is available on the Joint Doctrine Education and Training Electronic Information System (JDEIS). Shipping may be from our UK warehouse or from our Australian or US warehouses, depending on stock availability.

The majority of this handbook provides the techniques and procedures of an effects-based approach to planning, executing, and assessing joint operations against a joint doctrine baseline. Chapter I introduces the effects-based approach in a joint context. Chapter II discussed how to enhance situational awareness through a systems perspective of the operational environment. Chapter III covers the details of the effects-based approach to planning. chapter IV discusses how the development of effects during planning can enhance the joint for commander's (JFC) flexibility and adaptation during execution, particularly with regard to assessing progress toward achieving operations and strategic objectives. And Chapter V summarizes the way ahead--initiatives and requirements related to the continued development of an effects-based approach. Finally Appendices A, B,C, and the Glossary provide, respectively, organizational implications, a sample order that incorporates effects, references to source documents, and a compendium of abbreviations and definitions. During the past four years, members of the joint community have continued to evolve their understanding of "effects" and related aspects of an effects-based approach to joint operations. This evolution has been accompanied by both healthy debate and practical application, which we believe are critical to vetting new ideas properly before we accept them in joint doctrine. Organizations are using these constructs today, to varying degrees, in many ongoing joint and Service operations. An effects-based approach has been promoted in combatant commands by their Standing Joint Force Headquarters, and is being incorporated as "best practices" in major exercises. Headquarters deployed for operations in Iraq, Afghanistan, and elsewhere have received training on the methodology and are applying effects-related ideas. As US Joint Forces Command continues to interact with combatant commands and Services, we recognize that there is not universal agreement on the specific use of effects and related ideas. We have developed this handbook to provide our perspective and a common, practical baseline for continuing this evolution. While we believe it contains "best practices," this handbook is not doctrine. But it is an important predoctrinal product that will help us capture value-added ideas for incorporation in emerging joint doctrine. In sum, this handbook was developed for joint force commanders and their staffs to advance the conduct of joint operations. Scope: This handbook is a pre-doctrinal document on "an effects-based approach to joint operations." It provides the fundamental principles, procedures, and techniques that are evolving in the joint community and being incorporated in joint publications. This handbook serves as a bridge between the joint prototype and its migration into doctrine. As such, it is intended to inform doctrine writers, educators, and trainers of effects-based ideas for inclusion in joint doctrine, education, and training. 2. Purpose: This publication is a product of United States Joint Forces Command (USJFCOM) and more specifically, the Joint Warfighting Center (JWFC), the Standing Joint Force Headquarters (Standards and Readiness), (SJFHQ/S&R), and the Joint Experimentation Directorate (J-9). It represents a collaborative effort to provide a common baseline for an effects-based approach to joint operations that fills the existing void between evolving transformational concepts and published joint doctrine. This handbook presents well developed definitions that have been harmonized with current and evolving joint doctrine and discusses those "best practices" that have "proven value" during ongoing military operations, exercises, and experimentation. In short, this handbook is a response to the request of many potential joint and Service users for a definitive publication on "how" echelons at the theater strategic and operational levels can employ effects-based procedures and techniques, particularly during the planning, execution, and assessment of an operation. 3. Application: This handbook is meant to educate the joint community on how to think in effects-based ways and to offer some procedures and techniques that that can be used today in the unified commands by joint commanders and their staffs. It concentrates on deploying and employing joint forces in concert with the other instruments of national power. The handbook does not address Title 10 "organize, train, and equip" functions, nor does it discuss Operational Net Assessment (ONA) which has been associated with the effects-based approach in the past. Finally, while its scope does not include Service applications, the handbook is not intended to limit an effects-based approach exclusively to the joint community.
